Social and cultural norms are not merely an arbitrary collection of societal standards that have little impact upon how people behave in a given society; rather, they represent the core values of a society that delineate where acceptable behavior ends and deviance begins. Crime is the first thing that comes to mind when thinking about deviance, however, it is not the only manner by which deviant behavior is demonstrated. Oftentimes deviance does not equate with breaking a norm or the law as in the case of mental illness; as such, this gives an even wider understanding of what classifies as deviance when people are considered relatively valueless to an otherwise 'normal' society.
